A councillor is an eleced official; "man from the council" would be just a paid up civil servant who has to do with running of the departments but stays in a job whoever is elected. Aparently they don't have nearly so many nonelected officials in America. Here we like it bc it gives continuity whoever's in government. Certainly we would not abide senior judges being appointed by Government of the day.
